The fact that energy efficient vehicles and appliances are available, does not mean that they will be used on a large scale by end-users. The typical life expectancy of both a car and of appliances like a dishwasher is about 15 years. This means that a major part of these devices will be changed by more energy efficient ones in 2030, if new rules are implemented immediately. It is also possible to provide a "change premium" on older devices. This would mean that the government or another party refunds part of the money of the old appliance when a consumer decides to change it for a more energy efficient one. Since this could not be modeled using the Energy Transition Model, this option was not explored further.
